Overview

The Northwest Territories (heretofore North-Western Territory and North-West Territories, and now abbreviated to Northwest Territory) is a Canadian federal territory. It is the second largest, most populated of the three Northern Canadian territories, and has the highest average household income. “Yellowknife” as its capital, most populous region, and sole city of this province, which has the highest rate of employment in the country. The Northwest Territories is bounded to the east by Nunavut and to the west by Yukon and to the south by British Columbia, Alberta, and Saskatchewan. The Northwest Territories Nominee Program (NTNP)

The Northwest Territory Nominee Program welcomes submissions through two programmes, each with three distinctive streams:
1. Northwest Territories Employer Driven Program:
  • * Express Entry Stream
  • * Skilled Worker Stream
  • * Entry Level/Semi-Skilled Occupation (Criteria Effect Worker Stream)
Northwest Territories Business Immigration Program:
  • * Self-employed Business Category

Express Entry Stream

The Northwest Territories Nominee Program – Express Entry Stream for Skilled Workers are intended to nominate Express Entry applicants who meet the Northwest Territories' Skilled Worker eligibility criteria. Foreign Skilled Professionals who are into the federal Express Entry pool may be eligible to apply to this Express Entry Stream for Skilled Workers to help and address labor market shortages through the recruitment of foreign nationals. It improves the CRS (comprehensive ranking system) score in the express entry pool and ensures an ITA (invitation to apply) for individuals who meet the NTNP eligibility requirements. Because of its rapid and efficient application procedure, the skilled worker programme for permanent residency is the most popular immigration method.

Following are the minimum Eligibility Criteria:

Candidates must meet the following requirements in order to apply as a Skilled Worker through the Northwest Territories Express Entry Stream:

  • Be qualified for one of the three federal economic immigration programmes: Federal Skilled Worker, Federal Skilled Trades, or Canadian Experience Class;
  • Need to provide the “Immigration, Refugees, and Citizenship Canada” (IRCC) Express Entry Profile Number and Job Seeker Validation Code;
  • Education level must correspond to the one correspondence by the specific employer that is providing a role in the NWT;
  • Provide the acceptance letter issued by Immigration, Refugees and Citizenship Canada’s Express Entry Pool,Should have minimum one-year prior work experience relevant to the job offer in the NWT;
  • Must have a full time and permanent valid job offer from the employer who has submitted a positive Labor Market Impact Assessment (LMIA);
  • Meet the requirements for the NTNP Employer Driven Program's Skilled Worker Stream;
  • Must be working in a National Occupational Classification (NOC) Skill Level 0, A, or B occupation;
  • Must have stated an intention to settle permanently in the Northwest Territories;

Skilled Worker Stream

The Northwest Territories Nominee Program (NTNP) – Skilled Worker Stream allows the Government of the Northwest Territories to nominate employees who have obtained an offer of employment in a skilled job from a Northwest Territories enterprise. Applicants must have worked in the Northwest Territories for at least six months prior to applying.

Following are the minimum Eligibility Criteria:

Candidates must meet the following requirements in order to be eligible for their programme:

  • Employees must have the necessary certification or accreditation for their profession or occupation;
  • If appropriate, the individual must fulfil the job's territorial certification, licensing, or registering criteria;
  • The employee must have the necessary work experience for the given occupation;
  • The employee must show proof of enough financial or settlement assistance to live in the NWT;
  • The employee must be able to converse in either English or French;
  • The employee cannot be a refugee;
  • The role must be full-time and permanent (minimum 30 hours per week);
  • The Job Must Be in a High Skill Level Occupation;
  • The job must not be in contradiction with any current collective bargaining agreements;
  • The position must be in accordance with the NWT Employment Standards Act;
  • The position must pay a comparable industry rate.

Entry Level/Semi-Skilled Occupations

This is an immigration route for foreign nationals who lack the high-level skills or experience necessary for entry into other Northwest Territories PNP programmes. If employers in NWT are unable to search any entry-level or semi-skilled profile from Canadian citizens or permanent residents, the company may recruit a foreign national applicant who must work for the provided employer for six months before qualifying for permanent citizenship.

Following are the minimum Eligibility Criteria:
  • The job offer would have to be permanent and full-time, with a minimum of 30 hours per week;
  • The position needs to be in good standing with the Worker's Safety and Compensation Commission (WSCC) and the Northwest Territories Employment Standards Office;
  • The Job Must Be in an occupation that falls into NOC skill levels C or D;
  • The employment should indeed pay a comparable industry rate;
  • Should hold a temporary work permit and have worked in the same position for at least six months;
  • Ability to communicate in either English or French;
  • Need to show requisite proof of funds;
  • Need to have the necessary work experience for the relevant occupation;
  • Should not be a refugee claimant

Self-Employed Business Category

The Northwest Territories Nominee Program (NTNP) – Firm Stream is designed for foreign self-employed nationals who can establish the capacity to build, buy, or invest in an existing Northwest Territories business that delivers or has the potential to offer economic benefit and job creation. The programme was created expressly to help the territory's economy by recruiting and retaining foreign business professionals. In addition to being a fantastic approach to enhance the economy of the Northwest Territories, but it also provides a platform for new and prospering merchants and entrepreneurs to emerge with hardly any resistance.

Following are the minimum Eligibility Criteria:
  • Required minimum Investment of 300000 CA$ in a new or existing firm in Yellowknife, or 150000 CA$ outside the city;
  • Post selection, need to submit 75000 CA$ good faith deposit to the “Department of Industry, Tourism, and Investment”;
  • Need to show proof of funds of minimum 500000 CA$ to operate a business inside Yellowknife, or 250000 CA$ to open a business outside of Yellowknife;
  • Demonstration of understanding of the Northwest Territories and its economy is required;
  • Must have minimum CLB 4 level score in any of the language proficiency;
  • Submit a business plan that has been verified by a third-party professional;
  • Must have stated an intention to settle permanently in the Northwest Territories;
  • NNeed to submit a plan to settle, live, and work full-time in the Northwest Territories.
